Create A Disability Benefit Assessment Process That Is Fit for Purpose
An effective benefits assessment process should provide accurate outcomes without negatively impacting the claimant’s health. This is the professional standard that informs this collaborative project from Stripy Lightbulb CIC and members of the M.E. community in the UK.
Current disability assessment models are generic ‘one-size-fits-all’ and do not adequately account for the specific clinical features of complex, fluctuating conditions like Myalgic Encephalomyelitis (M.E.). This lack of assessment precision creates a misalignment between a claimant’s lived experience of their illness and the criteria used for assessment.
The consequences of this misalignment are obvious. Official statistics show persistently high overturn rates for initial decisions at the tribunal stage, leading to significant administrative costs. Furthermore, claimants frequently report that the stress of the process contributes to a deterioration in their health.
To address these systemic issues, Stripy Lightbulb CIC has developed a new assessment framework. It is an evidence-based model designed specifically for M.E., with a focus on capturing the clinical realities of Post-Exertional Malaise (PEM), cognitive dysfunction, and symptom fluctuation.
By incorporating medical knowledge and lived experience, the framework aims to improve the quality of evidence gathered. The primary objective is to increase initial decision accuracy, thereby improving the efficiency of the benefits system and reducing the administrative and health burden on claimants.
Our Solution: M.E.-Specific Forms and a Safer Process
To resolve these systemic failures, we propose a series of targeted changes with a new framework, and have developed M.E.-specific PIP and WCA forms to demonstrate a better way.
Our redesigned process ensures decisions are based on a true understanding of the condition.
